Revision of the Hajj Law: City Level Congregation Quota is regulated by the Minister

Panja DPR RI and the Government related to the revision of the Hajj Law (Law) agreed on the distribution of regular pilgrims quota in each district or city determined by the Minister.
In the previous rule, the regular congregation quota in the district/city was regulated by the governor, taking into account the proportion of the Muslim population to the waiting list of pilgrims in each region.
The verdict was taken in the DPR RI Panja meeting together with the Government, Senayan, Central Jakarta, Friday (8/22/2025), and contained in the list of inventory of the Problem (DIM) Revision of the Hajj Law (RUU) of the Hajj in Article 13 paragraph (3).
Article 13
(1) The Minister divides the regular pilgrimage quota as referred to in Article 8 paragraph (3) letter a into the provincial pilgrim quota.
(2) The distribution of regular hajj quota as referred to in paragraph (1) is based on consideration:
a.the proportion of Muslim residents between provinces, and/or
b.Proportion of the number of waiting lists of pilgrims between provinces.
(3) Further provisions regarding the distribution and determination of quota as referred to in paragraph (1) and paragraph (2) are regulated by Ministerial Regulation.
The Chairperson of the Hajj Panja, Singgih Janratmoko, asked for the approval of members to the government representatives related to the decision.
“Stock,” Singgih said at the meeting.
In addition to the distribution of the pilgrimage quota, Panja has also agreed that the Hajj Implementation Agency (BP) becomes the Ministry of House of Representatives Commission VIII Chairman Marwan Dasopang revealed that the proposal was contained in the list of inventory problems (DIM) of the Hajj Bill sent by the government to the DPR.
At present the Panja held the Hajj and Umrah at the House of Representatives Commission VIII began to hold a marathon meeting, even until Saturday-Sunday (August 23-24).The marathon meeting was held since the Surpress of the Discussion of the Bill was received yesterday, Thursday (8/21).
The marathon meeting targets the Hajj Bill to be brought and ratified by the plenary meeting at the beginning of next week.
