This jumbo fund is sourced from the banking of the State -Owned Bank Association (Himbara), while the burden of interest subsidies will be borne by the APBN.
The scheme as outlined in the Economic Permenko Number 13 of 2025 concerning Credit This housing program allows developers, construction service providers, building material traders, to micro and small and medium enterprises (MSMEs) accessing financing with low interest and flexible tenors.
Deputy for Coordinating Management and Development of BUMN Business Ministry of Economic Affairs Ferry Irawan explained that the allocation of funds consisted of Rp117 trillion for the supply or developer side and Rp13 trillion for the demand side or the community.
“So, Rp117 for its supply side, for Rp13 (trillion) is for its demand, for the community. A total of Rp130 trillion,” Ferry said in a meeting and mutual cooperation symposium on the nation’s heritage housing at Balai Sarbini, South Jakarta, Tuesday (9/16).
For the supply side, the credit ceiling is set between Rp500 million to Rp5 billion per once disbursement.The total accumulation of disbursement allowed reached Rp20 billion, with a maximum limit of four credit agreements.Interest subsidies borne by the government are 5 percent per year.
This credit can be used as working capital (KMK) with a four -year tenor, or Investment Credit (KI) with a five -year tenor.The government also provides restructuring options, with an extension of up to five years for working capital and seven years for investment.
Ferry added that the disbursement mechanism can be done at once or gradually as needed.
KUR recipients on the supply side include housing developers, construction service providers, and building material traders.The designation includes land acquisition, purchase of building materials, and procurement of related goods and services.
The main collateral is in the form of an object financed, while additional collateral adjusts the results of the distribution bank’s assessment.
On the demand side, credit ceilings are offered starting from Rp. 10 million to Rp. 500 million.Interest subsidies received by consumers reach 6 percent per year, with a maximum tenor of five years.
This scheme is intended for MSMEs that require financing for purchases, development, and renovations of homes that support business activities.
Ferry said that the mechanism for disbursing KUR demand was carried out once a contract, with a maximum accumulation of Rp500 million.
“It is hoped that this can help fellow developers to build houses and people who want to own or repair houses,” he said.
The government asks ministries and local governments to upload debtor candidates to the Credit Information Program (SIKP) system to accelerate distribution.The channeling bank is expected to maintain the quality of credit while channeling financing in accordance with the provisions of the Policy Committee.
In addition, the socialization of the KUR Housing program will also be intensified with associations and business actors, including Kadin Indonesia.
The government hopes that this scheme can create dual effects in the form of increasing labor absorption and opening new jobs in the construction and housing sector.With this more flexible scheme, KUR housing is expected to be able to support the target of construction of 3 million houses while encouraging small and medium business activities.
