“We are tracing the money to those concerned (Yaqut),” he said.
The KPK is currently exploring allegations of unlawful acts related to the use of regular and special Hajj quota received by Indonesia as many as 20,000.
The additional pilgrimage quota was obtained after the 7th Indonesian President Joko Widodo held a bilateral meeting with the crown prince who was also the Prime Minister (PM) of the Kingdom of Saudi Arabia Mohammed bin Salman al-Saud on 19 October 2023.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, the special hajj quota is set at 8 percent of the Indonesian Hajj quota.
The special hajj quota consists of special pilgrims and special pilgrims.
Moreover, 92 percent is intended for a regular hajj quota.
An additional Hajj quota of 20,000 should be distributed for regular pilgrims as many as 18,400 or equivalent to 92 percent, and special hajj quota of 1,600 or equivalent to 8 percent.
Thus, regular hajj which was originally only 203,320 will increase to 221,720 people.While special hajj which was originally 17,680 will increase to 19,280 people.
However, what happened was divided into 10,000 for regular hajj quota and 10,000 for a special hajj quota.
This was as stated in the Decree (SK) of the Minister of Religion Number 130 of 2024 signed by the Minister of Religion at that time Yaqut Cholil Qouumas on January 15, 2024
“From this special quota or this additional quota, additional quota managed in the travel bureau, which means to enter the special hajj quota, then it is allegedly traded to those they can immediately carry out the pilgrimage in that year,” said KPK Spokesman Budi Prasetyo some time ago.
“It means that it precedes the parties or other worshipers who have been waiting for a long time,” he said.
The KPK raised the status of determining the quota and implementation of the pilgrimage at the Ministry of Religion in 2023-2024 from the investigation to the investigation stage through exposure on Friday, August 8, 2025.
The KPK uses a general investigation warrant (sprindik) in handling cases of alleged Hajj corruption.That is, there are no suspects named so sprindik signed.The parties responsible will be sought in the process of investigation.
Based on the initial calculation of the KPK, found state losses in the alleged corruption case of additional hajj quota in 2023-2024 reached more than Rp1 trillion.This finding will be further coordinated with the Supreme Audit Agency (BPK).
In the process of investigation, precisely on August 11, 2025, the KPK issued a decree on the prohibition of traveling abroad for Yaqut Cholil Qoumbas, staff especially Ishfah Abidal Aziz, and the owner of the Maktour Travel travel agent, Fuad Hasan Masyhur.
The KPK has also searched a number of places such as Yaqut’s residence in Condet, East Jakarta, the Office of Hajj and Umrah travel agents in Jakarta, ASN House of the Ministry of Religion in Depok, to the Directorate General of Hajj and Umrah (PHU) of the Ministry of Religion.
Many evidence allegedly related to the case was confiscated.Among them are documents, electronic evidence (BBE), to four -wheeled vehicles and property.
