Even though there has been an adjustment in transfer funds from the central government, continued Bobby, this is not an excuse for the North Sumatra Provincial Government’s low-performing state civil apparatus (ASN), especially for the 177 administrators and supervisors who were newly appointed today.
Previously on Tuesday (7/10), 18 governors who were members of the Association of Indonesian Provincial Governments (APPSI) held a meeting with the Minister of Finance Purbaya Yudhi Sadewa to protest the policy of cutting transfer funds to regions (TKD) in 2026.
This meeting also discussed various actual issues regarding TKD policies, revenue sharing funds (DBH), and fiscal synergy between the central and regional governments to support national development.
“However, adjusting the budget does not mean that you cannot work. In fact, your work is required to be more effective and efficient,” said Bobby.
Bobby also advised the newly appointed officials to maintain unity and collaborate to support the vision and mission of the central, provincial and district governments.
“We must be united internally, there should be no more sectoral egos because programs do not rely on just one OPD (regional apparatus organization), they need support and strength from other OPDs,” said Bobby.
Bobby also said that this inauguration was an important part of the process of coaching and refreshing government organizations aimed at strengthening effective bureaucratic governance.
“Of the 177 officials who were appointed, more than 90 percent were the result of recommendations from the leaders in their respective OPDs. We are a service, just dress cool, wear pins on the right and left. Our bosses are the people of North Sumatra,” said Bobby.
Minister of Finance Purbaya Yudhi Sadewa explained the government’s reasons for cutting transfer funds to regions, while emphasizing that the net regional budget actually increased through programs allocated by the central government.
“Several regents from several places came here. Originally they wanted to meet all of me, I only met representatives,” said Purbaya Yudhi Sadewa at the State Finance Building (GKN) Surabaya, East Java, Thursday (2/10).
The Minister of Finance explained that the TKD cuts were made because of budget discrepancies in the regions. The central government wants to optimize the performance of budget use to make it more effective and clean.
According to Purbaya, although TKD fell by IDR 200 trillion, regional programs increased significantly from IDR 900 trillion to IDR 1,300 trillion.
“So, the money in the regional economy has not actually decreased, in fact it has increased on a net basis,” he said.
