Energy and Mineral Resources Minister Bahlil Lahadalia said the government would provide
priority
business permit
mining
(IUP) to
MSMEs
and regional cooperatives, without going through a tender process.
This red carpet, said Bahlil, is a form of affirmative justice for small business actors in mining producing areas.
According to him, this policy was the result of an agreement between himself and President Prabowo Subianto.Because, so far many mining areas in the regions have been controlled by outside parties, while local communities have not had a fair opportunity to manage them.

“I asked the President, is it fair that people from Kalimantan, Sulawesi, Sumatra, Maluku or Papua have mines, but other people have permits because the tender rules are so strict? The President agreed, and since then we have proposed that MSMEs and cooperatives can get IUPs without tendering,” said Bahlil at the Investor Daily Summit, Jakarta Convention Center (JCC), Thursday (9/10).
He explained that the Government Regulation (PP), which is the legal basis for this policy, had been issued about ten days ago.Currently, the derivative Ministerial Regulation (Permen) is in the discussion stage at the Ministry of Energy and Mineral Resources.
“The PP has been issued, and now we are discussing the Ministerial Regulation. In principle, MSMEs and cooperatives must meet the requirements and come from the mining area itself,” explained Bahlil.
Bahlil emphasized that this policy is not intended to close down opportunities for large investors, but rather to provide a fairer space for small business actors in the regions.
“If there is nickel in Regency A in Sulawesi, then the cooperatives or MSMEs that can get a permit are those from Regency A, not from Jakarta,” he stressed.
Apart from that, this step is considered to be a form of economic equality and the government’s efforts to eliminate the gap between the center and the regions in managing natural resources.Because, he sees that for too long small business actors in the regions have only been spectators in their own area.
“This is a form of state justice for the people in mining producing areas. Don’t let only a handful of well-established parties in Jakarta enjoy it any more,” he concluded.
