) again sticking out after alluded to in Book II of the Financial Note along with the Draft Budget and State Expenditure Revenue (RAPBN) 2026.
The Single Salary scheme which was crowded in the 7th President Joko Widodo (Jokowi) was prepared by President Prabowo Subianto for the medium term.
“Another thing that will be done in the medium term period is the arrangement of business processes and development institutions, ASN management transformation, welfare transformation, and a single payroll system,” the document wrote, quoted on Tuesday (26/8).
Nevertheless, there is no further explanation related to the implementation plan of ASN’s single salary in 2026.
Minister of Administrative Reform and Bureaucratic Reform (Menpan RB) Rini Widyantini has already dismissed that the government will soon implement a single salary.He said that his party would still focus on completing the ASN Management Government Regulation (RPP).
If the ASN management PP is valid, Rini said that other derivative rules will automatically participate.In April 2025, Kemenpan RB admitted that he was still preparing the draft government regulation.
“The concept will still need discussion later, so I can’t tell the full story. We will see first (the application of Single Salary ASN), but we certainly want to have a transformation in that direction,” Rini explained after the Hearing Meeting (RDP) with the House of Representatives Commission II in Central Jakarta, Tuesday (22/4).
The Single Salary concept will make civil servant income consist of elements of position alias salary and benefits that include performance and expensiveness.
There is also a grading system that will affect in determining the amount of ASN salary.Grading is the level of ranking of value or position price that shows the position, workload, responsibility, and job risks.
While the Performance Allowance (Tukin) in a single salary scheme will be given according to the achievement of the Performance of Civil Servants (PNS).Tukin will function as additional or reducing income.
Single Salary is actually not new.A number of former leaders of the Corruption Eradication Commission (KPK) encouraged the application of a single salary scheme in 2014.This scheme is claimed to ease the burden of the state budget.
Head of PPATK Ivan Yustiavandana also agreed that his institution became a single salary scheme pilot project.

10. Banyuwangi Regency Government
11. Manggarai Regency Government
12. Badung Regency Government
13. West Manggarai Regency Government
14. Sukabumi City Government
15. Sorong City Government.
